Not to make it a copy of the country they just left. Not to change the laws to let them do what they did in their own countries.

The USA has it set of rules it goes by, its lawmakers, etc. Many immigrants have a difficult time following the rules set forth for all of us. Some choose to go back to their country, some do harm to/in their new motherland.
