They did want to go to Virginia. However they couldn't because of the wind. They landed at Cape Cod and went to survey the land but found the Naset Indian Tribe. The Naset hated English so they sailed around the cape and settled in what is Plymouth. The reason they settled here is because the Mayflower's captain wanted to leave and everyone was get sick with scurvey(caused by the lack of vitamin c).
The Pilgrims wanted and received a charter to establish a colony in North America from the British crown. They sought to escape the religious persecution of the Church of England. Bad weather through them off course and they landed at the location now called Plymouth Rock in what would become Massachusetts.
