It isn't. Bills have been printed with 2009 and 2013 series dates.
The reason some dates don't appear is that unlike coins, where the date is normally the year the coin was minted, US bills' dates are "series" dates rather than printing dates. Since 1974, a new series starts whenever a new Secretary of the Treasury is appointed or the bill undergoes a major redesign. The series dates correspond as follows:
The last series of U.S. $2 notes was printed in September of 2006, Series 2003 A.
There are no U.S. notes with the series date of 1921
Check the date or rather series again. US dollar bills were not made in 1960.

The date on a U.S. dollar bill typically refers to the year the bill was printed, which is known as the "series year." This date indicates when the design was first adopted or when significant changes were made to the bill. It's important to note that this date does not reflect the actual year the bill was issued or circulated, as bills can remain in circulation for many years after their printing.
The last series of U.S. $2 notes was printed in September of 2006, Series 2003 A.
If you mean the series date, it's 1934
No. This is a common date and series.
A series date indicates the year some aspect of the bill was updated. Such changes would be a new bill design, or a new Treasury Secretary. In the case of a date with a letter next to it, that means there was a new U.S. Treasurer, but under the same Secretary. The date is NOT indicative of the year the bill was printed, as it is with coins.

"105" isn't a series, it's a plate number or other bookkeeping number printed on the bill. The series consists of the date and what letter if any is next to the date.
No US $20 bill carries a "G" series letter. You may be looking at the Federal Reserve District letter. The series letter, if any, on US bills is next to the date. Regardless, a date is needed in order to estimate a value. Please determine the bill's date and see the question "What is the value of a [date] US 20 dollar bill?" for more information.
The date on a bill is not the year it was printed, it's the so-called "series" under which the bill was issued. Normally when a new Secretary of the Treasury is appointed, a new series is started. When a new Treasurer is appointed, a small letter is appended to the date. Because Henry Paulson was appointed as Treasury Secretary in 2006, bills bearing his signature are thus all dated Series 2006. If a new Treasurer is appointed before the end of the year those bills will read "2006 A". When a new Secretary is named in 2009, those bills will be Series 2009.
A date is needed. Please see the question "What is the value of a (date) US 20 dollar bill?" for more information.
Benjamin Franklin's portrait is still on the $100 bill, regardless of series date.
