Because West Virginia was a salient flanking the border of eastern Kentucky and that of western Pennsylvania controlled the southeastern bank of Ohio river in front of the Ohio State. Although very poor in infrastructures and resources it was important for its lead mines and would represent a strategic thorn in the side for the Union.

Its decision of seceding from Virginia was a major victory for the Union because the strategic importance of the "salient" turned in favour of the Union Army, which could better control the events in Kentucky and by means of few forces keep at bay the (improbable) Confederate actions starting from Virginia to regain the panhandle due to the great difficulty for an army to get through the Appalachians.
