As much as General Lee wanted to follow the defeated Union troops onward to Washington DC and keep the North on the defensive was that he lacked the troop strength and heavy artillery to attack Washington directly. And, his army was too small to lay Washington to siege.
At first when South Carolina seceded from the Union, Fort Sumter was still loyal to the Union, so the president at the time sent in unarmed troops to the fort because the people were starving. The southerners did not like that the Union crossed the border onto thier territory and started to bombard Fort Sumter. No one was killed except for one guy who was going to reload a cannon with a barrel of gunpowder, tripped and fell causing the gunpowder to somehow ignit eand blow him up. The Union troops within the fort eventually surrendered. This was the beggining of the Civil War.
