Flea and tick shampoos contain poisons (to kill the bugs) - some of these poisons may get into your dog (through their skin) and this may damage the puppies. It is therefore best not to treat a pregnant dog unless this treatment is given under the direction of a qualified animal doctor (a vet).
A good way is to buy some flea shampoo. Or if you want a more permanent solution, buy a flea collar.

They don't have the FDA certification so they say not to use it. Look at all the horse shampoos and hoof treatments that humans use all the time. If I already had the flea shampoo I would use it and asap.
You can use any form of shampoo or liquid soap; even dishwashing liquid will work. Your dog will never know! They can't read the labels.
