Have a ghost or dark type Pokemon that knows mean look.
Sabbye is a good choice, but its level needs to be lv50-lv55 because latios is very fast and runs away. Also, buy alot of ultra balls. If your Pokemon's speed is faster, use mean look straight away. Latios can't run away and then use shadow ball, (do not use a Pokemon higher than lv56 or else you'll defeat latios) Make it sleep or paralize it. Use ultra ball and capture it.
