No both in the games and in the show a masterball can catch any Pokemon without fail. It can fail but it is a 1 out of 65536 chance of failing to catch a Pokémon; this event being 8 times less likely than finding a shiny Pokémon in the wild. Plus it also depends on the catch rate. If there was a Pokemon with a lower catch rate than 3, it could fail.

Actually I mean I can't get them cause we need 3 level10 Pokemon to get to them and then we can't catch them cause we can only have 3 Pokemon total. Then how are we suposed to catch them?!
