No, the game doesn't allow you to be married or be a couple. This would get to close to real life situations, and the point of Animal Crossing is to be on your own and in your own city. The reason 2 characters cannot be a couple or be married is because it represents too real-life of situations, and can cause political controversy, and wouldn't allow the game to be rated E as it is.
