First you can get a female dog and a male but make sure the female is living with the owner at the time or else it would just get prenet and then runaway back to its home. And then you make sure you take care of the dogs GOOD or else it wont allow you to breed and once you did tht then it will allow you to breed either click on the male or female and it will say woohoo or breed with... (something like that) And then u click on the other dogs name you would like to breed with and then they would go inside a dog house a woohoo. and when you hear Little bells ring then ur dog is now prenet. it might take a few days for it to have puppies.

First, you must buy a pet house if you do not have one. They can only breed in the house. Then, you must make one of the dogs active, then click on its potential mate. There should be a "Romantic" tab, since the relationship is high. Click the tab, and it will say "Try for puppies". The two dogs will sniff each other, then go to the pet house, where they will woohoo. Not every woohoo will result is a pregnancy but most do.
