On my sims free play it wasn't letting me marry my other sim. But u have to complete all goals until level 15. Which is going to let you pick a ring, and from there your sim will propose. If your sim accepts other sims ring then you will have your chance for a baby but u have to be a married couple to have baby. My couple are engaged and almost married so I can buy a crib and they can have one

Yes, you can have babies on Sims bustin out free play. They just don't get pregnant.
