Yes, you can have characters on both sides (Horde/Alliance) in World of Warcraft. You are not locked into one side or the other. Once you create a character on either side, that character can only interact with whatever side you created it on, and can possibly be attacked by the opposite faction.
However, you can only have 10 characters total on one server.
Warcraft 3 and World of Warcraft both have a T rating.
