There are various things that Niko can pick up and throw in GTA IV; things like mobile phones, cameras, rocks and bricks, and....coffee cups. He doesn't seem to be able to pick up things like discarded Hot Dogs and the shopping that some of the peds drop. The nearest you can get to throwing food seems to be the full cups of coffee peds sometimes drop when Niko bumps into them. You can get him to pick these up and throw them at the litter dropping ped. It usually clips them on the back of the head, and they either run away or throw a punch at Niko.
