Yes, assuming the games in the consoles are compatible versions, it doesn't matter which console they are in. For example Pokemon Diamond in a DS can transfer to Pearl in a DSi, and vice versa. But while you could transfer from Diamond to White with either, you could not transfer from White to Diamond.
No You need a DS/DSI
Sousilver cannot transfer to Emerald. But if you have a DS lite you can migrate Pokemon from emerald to soulsilver.(PS. this does not work with dsi(XL).)
Systems not transfer miis: DS Lite,DsiXL, and the origanal DS Systems transfer miis:3Ds and the Dsi (The Dsi may transfer miis...)
No, the Nintendo DS does not use pictures. But you can transfer DSi pictures into the 3DS in a future update.

Pokemon Platinum is a DS game, therefore works on the DSi, DSi XL and the 3DS also.
I got him from my Sapphire game by transfer on DS or DS Lite, but not DSi. Along with my amazing Blaziken, Mightyena, and the legendaries. Except Rayquaza, because I could not get him.
