You can't mod world of warcraft and by mod im guessing you mean making new content you can create a private server and mod that by then there would be no players except for you + you'd have to be really good at programming. Basically once you load your warcraft 3 game into the computer you just click start menu, go to the warcraft 3 file and find then enter the world editor. It is very confusing at first but once you get the hang of it you'll be creating maps to kill time.
