yes. you need a Xbox 360 hard drive to do anything on an xbox 360. the only thing you can do without one is turn the console on. you can't play games without it either

you DO NOT need a hardrive to access X BOX live. You simply need a memory stick. However; having a harddrive is highly recomended. Having a harddrive allows you to save your games and you actually need a harddrive to play backwards compatible games from the original x box. If you are looking into buying your first X 360 I recomend buying a 360 Arcade. It is a 360 without a harddrive, it comes with 256mb space of memory. It is only $199. If you wish to add a harddrive to it, you can go to your local used game store such as GameStop or if you are lucky enough to live near one, I recomend getting one from a PLay N Trade. Normally a harddrive will cost you about $40. But all in all you DO NOT need a harddrive to access and play in X BOX Live.
