You cannot buy an Action Replay Gamecube or GameShark for Gamecube anymore as they no longer support the Gamecube or its games and accessories, However, You can still buy these from Amazon, Ebay or possibly a pawn shop (Pawn shops sometimes have Gamecubes and Gamecube Accessories)
You can use a gamecube action replay or a gameshark :)
plug it into a gamecube (maybe wii) and insert you game and look for the cheats on the gameshark for the game you want

There is none. To get a Tails Chao, you need to gameshark the Gamecube version of Sonic Adventure 2: Battle. You could always purchase the Gamecube Phantasy Star game; you can obtain a legitimate Tails Chao by doing one of the missions.
