Yes, it does, if you don't complete Legion's loyalty mission on Mass Effect 2 he won't survive The Suicide Mission, therefore he won't be in Mass Effect 3 and he is replaced by a AI of Legion.
If you don't get Jack's loyalty she will die on the final mission.
No, each character's loyalty mission is the only way to gain their loyalty. If you failed Thane's, then there is no way to make him loyal.
Once you lose their loyalty it cannot be regained sadly. I lost legions loyalty in my last play through. Loyalty is not required to win thankfully. Your characters can still survive the suicide mission even when they arent loyal. Its just harder to do
You need to say the right things to said character and you have to be nice to them and do their loyalty mission...
Assuming the non-loyal member survives the suicide mission, yes, you are able to do their loyalty missions afterwards. However if you already failed to get their loyalty on their mission, there is no second chance to get it, even after you complete the main storyline.
You can't. But if you completed her loyalty mission without having her exiled then I believe she would become an Admiral
Please clarify your question. It makes no sense as stated.

The effect that the Marius's reforms had on the loyalty of the legionaries was that it shifted the loyalty of legionaries from the government to the general. It is also stated that the Marian reforms of 107 BC was a group of military reforms that was initiated by Gaius Marius.
