I think those US PSP games are actually Japanese games translated to American English. And all PSPs are japanese, so it should work just fine.
PSP consoles and games have regions, but the games are not region locked, you can play a game from the US on a console from the UK, for example. Movies however are region locked and can only be played on a PSP from the same region.

The original psp is the psp phat, but if your talking about commercial games, yes, commercial games are backwards compatible. if your talking about homebrew, some games [emulators, ect..] use the extra slim memory mod, these you cannot play on a phat because it doesnt have enough ram.
The PSP 2, or NGP, will not have a UMD drive, so any games you have in UMD format will not be playable on the PSP 2. However, any games that you have downloaded on your PSP 3000 can be transferred to the new PSP.
This really depends on each individual. Personally I like the PSP Go because it is slimmer and I don't have to carry around UMDs as you do with the older model PSPs. You can get pretty much the same games for each one. The PSP Go is really just smaller and has the capability of holding downloaded games whereas you have to play games via UMDs with other PSPs. There aren't any graphic enhancements or anything else it's really just a more portable handheld than it's predecessor.

Yes, as long as both PSPs are registered to the same account that the game was purchased with on the PlayStation Network.
All PSPs are region locked, but the UMD games themselves are not region specific. You can therefore play any PSP game on any PSP (barring the PSP Go which is different), however UMD movies are region locked just like DVDs.
