Dodge rating is only valued by tanks, such as Bear Druids, Protection Warriors, Death Knights and Protection Paladins. Dodge can be of minor use in Player-versus-Player combat, but even then it should not be focused on as a Priest.
For PvE, generally the best stats are Spellpower, Intellect, Crit and Haste. For Discipline and Holy priests, Spirit is also a very valuable stat. For Shadowpriests, Spirit can be useful but is not generally focused on.
For PvP, Spellpower and Intellect are still very good, but the focus now also shifts to Resilience and Stamina, which increases your chances to survive. Dodge rating, while useful in a very minor way, is simply not as effective at keeping you alive as Stamina or Resilience is.
