Here are two options for the easiest songs to get 100 percent on, one on-disc and one DLC/import song. Rock Band 3 actually allows you to play a song in multi-player, even if it doesn't have the part you are playing. I do not know if the game will award you the achievement if you have no notes, though.
Drums: Nine in the Afternoon by Panic! At the Disco, Polly by Nirvana (DLC). Polly's drum part consists of 4 Yellow/Blue hits. 8 notes total. Nine in the Afternoon is more involved.
Bass: Eye of the Tiger by Survivor, or Roxanne by the Police (DLC).
Guitar: Eye of the Tiger by Survivor, or The Jack by AC/DC (AC/DC Live pack).

These songs are all "talky" parts, therefore you are not graded on pitch, you could even have something generate a steady tone for the duration of the song, and have it loud enough for the microphone to pick it up, if you're desperate.
