You can only Catchall Pokemon in Emerald using a Hacked Rom OR Patching OR Cheating with Codes such as GameShark & Codebreaker & Action Replay.
For those who like legit ways you cant catch but you can get all Pokemon by trading from others using two Gameboy Advance with Cartridges or use VisualBoyAdvaceLink (its an Emulator for Playing GB/GBC/GBA roms on PC) its Better option in my opinion.For Trading you can get save files from various websites or Simply use your savegames in Both Windows.
