1- download the map.
2- copy or cut the map and paste to this place C > Program Files > Warcraft III > maps > Frozen throne
3- Launch the game
4- click Local Area network > Create game > you will find the map here.
5- choose if you find it then enjoy.

Then you can get the map from getdota.com, and transfer it to the Map/Download (create that folder if you don't have one) folder in your Frozen Throne maps folder. You should be able to open up Frozen Throne and play it, then.
You'll need to have Warcraft III: Frozen Throne in order to play DotA. DotA is just a user-made map for Frozen Throne, and you'll have to download the map from getdota.com to play it. Just transfer the map file over to you Frozen Throne map folder and play.
