You are talking about the Super Mutant Behemoths. They just have a lot more radiation and it makes them bigger - like the HUGE roaches called rad roaches or (radiation) roaches. However, this was originally an concept from Fallout 1, where the FEV virus was let into the air by an accident by the US Military following the apocalypse. The FEV virus was the original cause for all major mutations in the Fallout world and was so detailed that one can be forced into an super mutant state by dipping yourself in the vats of the Pure FEV (Pure Forced Evolotionary Viruis). Yet, if the original canon is valid in Fallout 3 is still to be told.

You can find friendly Super Mutants west of The Strip, Which is called "Jacobstown" And they're on the snow capped mountains. And how you get up there, there is a trail, if you zoom in all the way on your pip boy or pimp boy, and there is a little trail, that's the only way to get up there. The only reason you would be locked out, is if there are Super Mutants roaming around; usually this only happens when you first go to GNR and meet up with Sarah Lyons and the Lyons Pride from the Brotherhood of steel. Steel Be With You!
That is debatable. The mall, vault 87 and the capitol building are full of super mutants and can easily kill a low level player. My opinion on toughest areas to fight would be takoma park and takoma industrial, both are crawling with super mutants and talon company mercs and a behemoth! pretty much a capitol building fight outside. Another tough fight is commander jabsco, leader of talon company. to find him go to fort bannister and go to one of the tents and open the manhole to the underground bunker. beware, commander jabsco is tough and can kill an inexperienced player in seconds...... assuming you make it there in one piece....
