Firstly, did you delete the sim? If so that was a bad move and i cant help you.
If you did not delete the sim then do as follows:
type into the cheat box boolprop testingcheatsenabled true
play another sim and hold shift and click on the sim you want to kill,
some new options should come onto the screen,
search the options until you find the option *MAKE SELECTABLE click that and you can then play that sim.
You can then kill the sim using Rodney's death creator, burn them or drown them ect.
The *MAKE SELECTABLE also works if you want to be able to play any of the NPC's, or play infants. To undo the cheat Shift+Click on the sim and click *MAKE UNSELECTABLE.
