yes just turn up the difficulty and you more more exp for everything it said it on the loading screen once.
You can also get the sand man perk by raising your sneak to 60 then travel to andale and make friends with the adults (make sure you dont kill them or the following wont work) then wait for everyone in the town to fall asleep so you can use the sand man perk on the children. (you can use the sand man perk on these children over and over again gaining 65xp each time thus unlimited xp.)
Unfortunately, you cannot operate the simulation. But it would be pretty cool if you did. :)
In Fallout: New Vegas, the key for the Hoover Dam is found in the possession of the NCR troops stationed there. To obtain it, you can either pickpocket the key from a soldier or complete the quest "The House Always Wins" to gain access to the dam. Additionally, you can explore the surrounding areas for loot that may help you gain entry. Remember to be cautious, as the area is heavily guarded.

In fallout games you don't beat levels you level up by killing people and animals then spending the skill points you get to upgrade your skills. you need a certain amount of experience points (exp) to level up which you can get as written above by killing people and creatures. you can also gain exp by doing quests and you also gain exp by succeeding in speech challenges and discovering new locations. sometimes after you level up (think it was every 2 level or so) you get a list of different perks where you can choose one of them if you meet the skill requirments for that perk. the level cap is 30, but with the new DLC's that came out a while ago the level cap is raised by 5 for every DLC you buy and download, raising the level cap to 40 if you have both, more DLC's are scheduled to come soon, however it is currently unknown to me if the level cap will be raised even higher than 40. ...Desert Ranger 4...
no u cannot. killing kids in fallout 3 is an impossibility. however, using the mister sandman perk u are able to gain experience for "killing" them although they will not die and may in turn flee from you
on missions there will be nuber how much experience you will get for your people then the one's with 100 experience will gain a level
To get past the first level or "Rank" you need to gain experience in the game, club, activity and 'or whatever
