To make the best chao possible you would first need to evolve it through many lifetimes, leveling up a stat for each lifetime until all stats are S. ( When your chao evolves one of it's stat ranks increases. For example if your chao's run ability has a rank of B it will have rank A when it emerges from the cocoon) When you have an all S chao you could make it a chaos chao to get as much time as you want to increase it's stats, as a chaos chao doesn't die with age. Making it a chaos chao is probably not mandatory though. The stats of a chao with an S rank on all stats grow faster, so this is why the ranks need to be increased. When you have a chaos chao with all S ranks all you need to do is keep giving it tubes and animals until all of it's abilities are level 99. I don't know if they will reach 9999 but that would be the best chao possible.

To be on the safe side I wouldn't use other Choas Drives until the Chao is actually a Sonic Chao. It may be that you just need speed to be considerably higher than any other stat (Including stamina so don't feed it too many nuts all the time!)

They also sells food wich you can give to your chao, you can see at the chao doctor what kind of food they like and eats the most. There is also chao food which ads points to every stat. And an apple can give sometimes 2 or 3 stamina boots instead of 1 a time he eats. There are also seeds, you can give those to a chao who have followed lots of lessons in the chao school, and got a scoop and water can will be able to do it in the ground and let it grow. It the fruit depends on which seed you choose. And as last there are masks for chaos to put on their head, it's just for show it doesn't give more defence or anything.

Enter the Chao Races and select Beginner Race and then choose your best chao that can swim really well (look at level and stat#) after selecting the race choose level 3 of Crab Pool (if you cannot you must enter levels 1 and 2 to acquire 3). After winning level 3 you will receive a Shovel which your chao will automatically keep and what it does is let your chao plant a tree seed in the garden BUT in order for the tree to grow you must also win the watering pail which you can get from the level 3 Stump Valley race which you need a good chao that can fly really well.
