Here's a little trick I have learned while playing Grand Theft Auto - Vice City on the PC :Go to the Golf course during the day (you have to pass the two security guards; but don't hit them), walk to the left along the grass - like wall and go right until you come to an entrance to a bridge. Walk across the bridge to the next golf course, go right, left walk, straight ahead, and go left until you see a small bridge and a small little island (the island is part of the golf course). walk on the bridge, but don't walk across it to the island (just stand in the middle of the bridge). When a boat comes near the bridge, jump off the bridge quickly..Now you have your own boat to ride and go to the other island. ...Another way is to stand on the small island at the golf course and wait until one of the boats (not the fast speed motor boats) to rest near the shore. Once it is resting and not moving, quickly go to the boat and jump in. Move the boat away from the small island shore, and you're on your way to enjoy a boat ride...Here's a good way to get any vehicle to ride across the water like a boat: type in the code "SEAWAYS" (This allow any cars to hover over water)..Type in "COMEFLYWITHME", and your car (any cars) will fly.

first you go to ocean beach and between vice point and you do the cheat code cars float on water and the cheat code is r,r2,circle,r1,l2,square,r1,r2 then you chose a boat close to you then you drive your car into it and it lands over the boat then click triangle then go to the steering wheel and click triangle

The only way to get a boat is to get across the road blocks to the other islands and to get there you have to do the mission "From 0 to hero". Jerry Martinez will chase you in a plane across the bridge.

3 ways: There's a mission with Diaz, I believe it's the 2nd or 3rd one for him where you drive a boat for him. You can wait until mission 13 to unlock the other island and boats are around the island. Or either mission 11 or 12 you unlock the docks.Hope it helped.
