First, find a girl who is the same life stage (adult, teenager) as the sim who you want to get a girlfriend.
Second, build up their daily and lifetime relationships by talking to her every day.
Third, when the Daily relationship is at 100 and the Lifetime relationship is at 70 or so, press the "First Kiss" (or just Kiss if your sim has already kissed someone) option.
Fourth, click on the girl. There should be a Propose... option. If they are teens, then click on Propose... then click on Go Steady. If they are adults, then you need to make them keep doing romantic interactions (WooHoo, kissing, hugging, backrubs) so that they fall in love.
