Barrows items have a 1/16 drop rate, therefore to get a good item you just need to keep at it! You may not always get an item in every 16th chest, sometimes you can get unlucky, sometimes you can get lucky and get items twice or more in a row. Make sure you get the chests done as fast as you can. Ring of wealth will help with some items but not with barrows items.
