to get married on mysims, you:

if your a girl, dress in a wedding dress

if your a boy, dress in a tuxedo

dress the sim you want to "marry" and meet them at their house at night or anyplace you think they might be at daytime.

if you are "marrying" a goth sim, they will be in their house at day and out of their house at night probably at another goth sims' house

Well, for starters, When you make a Family (2 Adults), When you click the Check that you are done making your Sims, A blue box comes up. You can select spouse, and they are married. if you prefer it more old-fashioned, you can talk to that person by pressing A, and at first you'll want to "Be Friendly", or "Be Funny". After you have became best friends, you can start "Being Romantic".

MAKE SURE YOUR SIMS ARE IN A GOOD MOOD( both green)!

After a while, you can start the boyfriend process, by "proposing going steady". You are his boyfriend/girlfriend. You can then be more romantic, and If your sims are still in a good mood, you can "propose marriage". Now you are the Fiance. Now you can have a Secret Wedding, and your done!

PS: Don't try to marry people you see on the streets, you don't know if there married or not already. Being romantic will only make you there Enemy.
