The Swift Spectral Tiger mount in World of Warcraft is a card in the WoW Trading Card Game. After you get the card there is a scratch off portion that has a code. You then have to go to some guy in game and type in the code (I think).
You can also buy an unused card off of eBay for around $600 + U.S. (last time I checked).

Both of these card codes might be difficult to find as they have stopped making those certain cards. If you really really want a tiger mount, then try getting the Black War Tiger mount, or the Swift Zulian Tiger mount. The Black War Tiger is available at PVP vendors and can be bought with about 50,000 honor while the Swift Zulian Tiger mount is dropped off of one of the bosses in ZG.

Trading cards don't guarantee your chances of getting the mount but it is a lot better than spending a lot of money on something you can get for cheaper. Those cards on Ebay can range from 100 dollars and up.
