You can buy it from Ebay or get lucky buy a bunch of wow trade cards and get it in there, It's worth over 1000$
Like stated above you can buy it online from Ebay, Craigslist, etc. But commonly, you get those in trading cards. Trading cards don't guarantee your chances of getting the mount but it is a lot better than spending a lot of money on something you can get for cheaper. Those cards on Ebay can range from 100 dollars and up.

The Black War Tiger is available at PVP vendors and can be bought with about 50,000 honor while the Swift Zulian Tiger mount is dropped off of one of the bosses in ZG.
