Heroic Dungeons can be accessed under the following conditions:
- You are maximum level (70 for TBC heroics, 80 for Wrath Heroics
- You have the heroic key (only for TBC heroics)
Other than that, it's simply a matter of either finding a group, going to the dungeon and entering it - or using the dungeon finder for a heroic group.
