If you have a Scallop and give it to him he'll give you something that was from a pirate, but no. He doesn't stop jumping into the water.

The otter is named, "Pascal". He's a red otter that is a philosopher who can give you pieces of a sea/ship/pirate theme or his picture or a golden axe. You can only get the axe or picture by giving him a scallop.

Pascal is an otter (I think) who is a born advice-giver. He hangs out by the ocean, on the miniature peninsulas, or on the bridges across the river. He shows up on weekdays between 6 AM and 6 PM. If you give him scallops he'll give you rare furniture. If you don't have a scallop, don't bother talking to Pascal--he'll just spout out some random, nonsensical advice, jump in the river and swim away. There are 8 different pieces in the Pirate line of furniture that Pascal offers.
Pascal is a wandering otter who gives you pirate themed furniture. And, if you completed the "Great Trade Chain," and you give him a scallop, he'll give you the Golden Axe, which never breaks! Check the link below for more information. Pascal appears once a week in your town between 6:00 am and 12:00 pm. He appears near the ocean.
Pascal Day: Random Day (Mon - Fri) Hours: Random, (6:00am - 12:00am) Pascal is a red otter that randomly appears on the shores of your town. He's a bit of a hippie, so talking to him can be an interesting experience. However deep (or confusing) his thoughts may seem, it's well worth listening to Pascal. When he's done philosophizing he'll give you a piece of Pirate Furniture before diving back into the ocean (until the next time he returns). No, sadly not, but there are froggy shirts and bunny shirts which you can try on and, after changing your hair, glasses, hat and other accessories, you can become like an animal. The best thing about changing your appearance is that all your neighbors won't notice, for example, I went from being an angel to a pirate and Caroline just said that I 'looked pretty' and didn't say another word about it.
