Before Title Update 2 this meant you had to unlock all the achievements to unlock the Security Head. Since the new achievements from Title Update 2, the head may be unlocked from any 49 non-vidmaster achievements.

And for the shoulders, the gamerscore is variable from 700-800 for some reason.
