If you accept, he will give you a quest to steal a necklace from another cart while he causes a distraction. You then have to slip the necklace into a man's pocket. After the quest, (even if you fail) he will invite you to fight your way through the sewers to the Ragged Flagon (Thieves HQ) and begin your new life as a thief.
