It's called Magic Armor. You get it on Windfall, here's how.
Go to the right and up to the salesman guy who sold you the sail before. He'll have a flower for sale. Buy a few. You can only hold up to 3 at a time, which is lame. Go to either bomb island, Greatfish isle, or mother and child isle. (If you're going to warp to Mother and Child isle, you have to warp somewhere else and then sail to the outside of the island, not the inside.) Anyway, you'll see a fat guy with a backpack. You can trade him the flower for a different flower. Then you can trade that to one of the others for a different flower. It'll cost a lot, though. But keep trading for new flowers over and over and eventually he'll give you flags or statues in return. If you use the same island every time, he'll give you the same thing over and over, so you have to use all three islands.
Every time you get a new one, it will then be for sale on windfall. He'll make more stands and soon there'll be lots of them. I think the last one is a gold statue of the salesman. Once you get them all, talk to the salesman on windfall and he'll give you magic armor in return.
Also, you can decorate the town with all the flowers and stuff you collected.
In the accepted Zelda timeline, Phantom Hourglass is after Wind Waker. When talking about release dates, Four Swords Adventures is after Wind Waker.
