How do you get to johto from Hoenn in Pokemon ruby?

I don't think there is any way to get to another region in Emerald, Sapphire, or Ruby. I've got all three and beaten them all, and I can't get to Kanto or Johto in any of them. You can get ONE Johto starter, though. When you complete your Hoenn Dex, talk to Birch and he will give you a choice of three pokemon as a reward. They will be Cyndaquil, Chikorita, and Totodile-- the three Johto starters.

You can't. I know, it stinks... But there are ways to get Pokemon from the Johto region. To get the starters, you need 3 emerald GBA games (or you can use 2 games, 1 being an Emerald GBA game and the other any 3rd generation Pokemon game, restarting and trading.) On each game, beat the elite four and collect 260 Pokemon. Then go to proffessor Birch. Show him your pokedex. He'll say something like, " Oh! That's wonderful! Also, I just received some new Pokemon that you might like... You may take one if you wish." Then, you can choose from 3 pokeballs: Chikorita, Totodile, or Cydaquil, but you can only take one per game. If you don't use 3 emerald GBA games, only 1 and some other game, then trade the starter Pokemon you chose with your other game and restart and repeat the process. I PROMISE this'll work! Also, other Pokemon you can get from the Johto region you can get from FireRed or LeafGreen.

You cannot go to Kanto in Sapphire version. You can only go to the Hoenn region. You cannot travel anywhere else.
