How do you get to the second island in Grand Theft Auto Liberty City Stories?

You jump over that bridge. Keep doing missions. If you don't have the patience, you can use the drive on water cheat, which you can look up on Google and get there by car.

Like the above user said, you do the missions. But there is also a way to get there by cheat codes. You need to find the "cars drive on water" cheat. You enter that and go to the middle of the broken bridge. Next, you drive your car into the water and you will be able to float in the water. Drive until you reach Staunton Island. Once you reach there and drive off the shore you will be on/in Staunton Island, Liberty City.

NOTE: If you die on Staunton Island (if you got there by cheats) you will be transfered back to Portland's hospital. Then you'll have to do it all over again. So make sure you don't get killed over there!
