You must reach a certain multi-player level by completing multi-player games successfully. This is usually by how much money you acquire, so co-op multi-player racks up a lot. Once the level is reached, I believe you press LB on 360, not sure what on other systems, when you are in the multi-player character customization menu. This menu can be found on your phone when you are not in multi-player already.
