In "The Elder Scrolls IV: Oblivion," you can highlight items in your inventory by moving the cursor over them using the controller or mouse. When an item is highlighted, it will be outlined and its name will appear at the bottom of the screen. You can then choose to equip, drop, or use the highlighted item by selecting the appropriate option. Additionally, using the "A" button on Xbox or "Enter" on PC confirms your selection.

most enchanted items, in this case the neclace of swords, that you will find in oblivion are random loot meaning that there is no set location generally random items like that are usually found in containers in dungeons and on npc's such as bandits, marauders, necromancers, and conjurers
the Telekinesis staff is used to move objects in oblivion. when you have it out you can pick up items from far away or move them farther than you normally would be able to.
Selling items to a fence, then buying them back, will clear the Stolen tag.
I have not tried the duplication glitch on paintrushes, but i do know that it does not work on certain items.
The Lord's Mail is not in Oblivion. In Morrowind there is a book that describes many of the artifacts you can get in the game. Bethesda put this book in Oblivion too, though many of the items do not appear in it. So you could only ever get the Lord's Mail in Morrowind (and Arena + Daggerfall).
