Obtaining gold and stone is the same as Age of Empires 2 without the expansion. You will have to mine it from gold or stone patches with a villager and have that villager place the stone or gold into a Mining Camp or the Town Center. Also, you can cheat for stone and gold by typing 'rock on' or 'robin hood'
In the main menu, click the toolbox, then scenario editor.
I don't think you can choose Allies/Enemy like you did back in AOE2. But you can assign 'Players' to 'Teams'. Just click Scenario > Player Data and you'll see a table that you can edit.

To get them to move attack and do more you must make triggers. These can be found on the top row of buttons but are hard to use. I suggest you make another question asking directly how to make triggers. I do not know but maybe there is a forum on the Age of Empires III home pagehttp://www.ageofempires3.com/. Hopefully this helps you a bit and if you find out maybe you could tell me!-1i1 b1g-
