To propose in sims 3 ambitions you must be a partner with somebody. Click on the person you would like to propose to. Then press be romantic. Next scroll to the bottom. It should say propose or propose marriage or somethig like that. If this option is not there then press things like whoohoo and hot smooch. Keep doing that until the propose option comes up.
