To remove the 1999 Pontiac Grand Am 3.4 engine, first, disconnect the battery and drain the engine coolant. Next, remove any components obstructing the engine, such as the air intake, exhaust manifold, and wiring harnesses. Support the engine with an engine hoist and unbolt it from the transmission and motor mounts. Finally, carefully lift the engine out of the bay, taking care not to damage surrounding components.

Why wouldn't it? There is NO difference between a 1999 and a 2000, as of right this second i have a 1999 Pontiac grand am with a 3.4 liter (what your looking at right now) and built it from ground up. I know plenty about cars.
Yes..you should be able to. You'll have to take off the starter, remove the front engine mount to be able to lift the engine slightly then remove the oil pan.
