How do you romance Kelly in Mass Effect 2?

Keep talking to her throughout the game. Eventually she will tell you her feelings for you, but you won't do anything with her. Before the final mission, she will come to your private room and you'll, you know, get it on.

You can not form a relationship with her or have a full romantic relationship like the other characters, but you can have her come up to your room if you always flirt with her and talk to her constantly.
