I don't believe that Herobrine is in vanilla minecraft. There are videos on YouTube that used the Single Player Commands mod to spawn the discontinued 'monster' (human) mob with the texture modified to look like the legendary Herobrine.
The SPC command is 'spawn monster'.
There are 'Herobrine' mods, but I have not looked into those.
There is no such thing as Herobrine. Just a myth created by a few guys trying to mess with people. There is a player named Herobrine, but I'm not sure if he even plays pocket edition. The only chance you would have to see him is if you found him playing on a multiplayer server for the desktop edition... which is not likely.
1. minecraft 1.6.5 is not out yet; it's only up to 1.3.2.
2. Herobrine is not really in the game without a mod.
You'd need to mod the game, I'm not sure that's possible on Pocket Edition.
