Twinks are basically dead for the most part. If you want to become a twink, you have to get a higher leveled person to run you through a dungeon until certain items drop that are the best for your level, and you have to have someone enchant them with the best enchant that is available for your bracket. why are twinks dead? Because when you turn off the exp you don't play in battlegrounds with those that have not, you play against people that did the same thing. and there isn't that many twinks anymore. I had a level 39 pally healer twink which was BEAST, and I couldn't get into a battleground as a twink so I just leveled her to 85. :) but they're always nice to have incase you want to farm people outside a low level dungeon or something, I always found that fun! hehe.
Although twinking can still be done, it is nowhere near what it used to be. Blizzard has put restrictions on what enchants can go on certain level gear, and has given twinks the ability to turn off XP gains...at the expense of not being able to play in the same battlegrounds as regular players. These two actions have effectively put an end to twinking in WoW.
Twinking involves taking a character at maximum level for a BG bracket (19, 29, 39 and so on), and outfitting this character with the best gear, enchants and glyphs available to that level.
You need to identify which talents are not only most useful in PvP, but also which interact best with other characters of your level.
All you need is to give enchants to armor as they go. Don't forget to check out armor kits of various kinds, and TBC enchants once your character has gear of level 35 or higher.
Warrior: Protection for the win. Very high Stamina, Agility, high Critical strike rating, Block/defense/Dodge rating.
The Agility increases armor and crit chance, and with a high crit chance, you can hit 700 with revenge on two targets on a block. Shield block for revenge and to increase survivability, Last Stand for when you are besieged by many opponents.
PS: Enchant armor to give stamina or agility, bracers 9 chest 100, weapon either crusader (5% chance on hit to heal self and increase str by 100) or agility. Some weapons and armor at level 29 are level 35 items keep in mind!!!
Rogue: Chest armor gives all the stamina you need, 230 (the leather piece with 13 stamina, enchant 100 hp) and if you want bracers with 9 stamina. All items should go for dodge rating and crit rating, or agility. Have the ability to use a bow.
Paladin: Depends, healing pally should have high mana, with medium stamina. This is because they already last a long time. Retribution Pally should have a high stamina and agility with medium int.
These are just examples, just remember that the core of Twinking is that a character is more powerful than most of its level due to the use of the best armor, enchants and talents. It is part of the Twinking process to look up the best buyable gear online at gear sites, and then try and find or buy it ingame.

It kind of depends hunters are awesome in all but all there damage is in range and a warrioer or rogue could easily slow you down and kill you if your a rogue your close range and you have advantage but if a hunter shows up in the picture you can't really speed up and catch them you could use sprint but it doesn't last that long so either orI both have 19 rogue twink and 29 hunter twink
A character that is equiped with a lot of items that they should not have access to at their level is said to be "twinked out". This usually occurs when a high level character passes an item down to a lower level "alternate" character. The lower level character is sometimes then refered to as a "twink". E.g. "I'm going whto pass this sword down to my level 10 twink and pwn all the noobs!"
