You can't. On a mission on the second Island, Algonquin, for Playboy X he will give you a brand new phone for free! Then to buy new wallpapers and ringtones go on the internet and go on the VIP phones website or whatever it's called. From there you can buy new things for your phone. Some players of Grand Theft Auto 4 may want to start entering cheat phone numbers in right away when they start the game. You can't take out the cell phone though until you reach the mission where Roman gives you the phone. You will then be able to enter the cheat codes.

Once you have the phone, just press UP on the D-pad two times so that you can dial the number.

At the beginning of GTA IV, Niko does not own a cell phone. But during the early mission "It's Your Call", Roman gives Niko his old phone.

You cant buy houses like in the other previous gta's. You only get places automaticly as you play the game.
