Regirock - After opening the way in the Sealed Chamber, go to the Desert Ruins in the south pole of the desert on Route 111, decipher the Braille, and follow the instructions to open the way to Regirock at Level 40.

Kyogre - After obtaining seven badges and defeating Archie at the Seafloor Cavern, Kyogre will awaken and flee to the surface. It can then be found in the Cave of Origin in Sootopolis City at Level 45. This is the only legendary Pokémon in the game that you are required to face.
Rayquaza - After defeating the Elite Four, the Sky Pillar becomes accessible. Go to Route 131 and ascend the tower (you'll need the Mach Bike) to get to Rayquaza at Level 70.

When the triangle moves to a position slightly above its original position, it should be completely red. Touch it again, and Deoxys will appear at Level 30. It will be in its Normal Forme if you catch it.

There are many Pokemon you catch that are similar in sapphire and emerald but there are many Pokemon emerald can only get and not sapphire.
You can't catch groudon in sapphire only in ruby. To get him in sapphire you have to trade him from ruby to sapphire.
